Black Robber fly.

Habitat:

Found in vegetable garden

Notes:

Adults feed on bees, wasps, dragonflies, grasshoppers, spiders and other flies. They inject their prey with enzymes that rapidly immobilize prey and allows digestion of bodily contents. This one was in the process of eating something I couldn't identify.
