I heard from others and the internet that it's from China and it sips nutrients from trees or plants.That is why the trees are dead near them.( the insect )

Fulgoridae, Aphaeninae, Lycorma delictula. Actually NOT a cicada, despite the common name!! And it is not a fulgorid leafhopper as indicated in the link, but a Fulgorid Planthopper.
