I'll be surprised if anyone can ID the bird who lost this feather on a set of cement steps ... but stranger things have happened.

Jemma, I went back and look for signs of bird habitation in that area, didn't see anything. But if you feel confident with an ID of Mourning Dove, that's good enough for me. Thanks! And thanks also to madrigal and littlelokelani for taking part in the conversation ... it was a good journey.

Well, Jemma and madrigal, that would kind of make sense. We see a lot of mourning doves here and they don't mind being around people. And the steps lead up into a covered loading bay that isn't often used for that purpose. And, while I can't picture it in my mind's eye, I'll bet there's a ledge or joining at the top of the bay walls where a bird could nest. I'll have to check for signs of that tomorrow. How smart you people are!

usually a red tailed hawk would have a stripe or so.

it probably belongs to a buff colored bird. Mourning Dove?

Interesting thought, littlelokelani, especially since you seem to be a feather collector! I should have been more specific about where the cement steps are ... they're low steps outside a public building in a place where there's a lot of foot traffic. Which would seem, I think, to argue against a hawk. Thanks for thinking about my feather!
