These guys are usually very variable in shape and colors depending on age and family. So, it was just a hint. I think Fulgoromorpha, Fulgoroidea (not automatically Fulgoridae!) is correct.

Most probably a Fulgoroidea. Many planthopper nymphs has this waxy tails. I only know the family Nogodinidae, but there might be other similar planthopper families.
