Sorry galewhale I have had limited internet access, it is improving. I have little knowledge on shrikes. As to date I have not been able to find out who is researching them.
I hope to be of more help in the future.

Ooo looked more at the photo ... it has a bit of down in its mouth and a band on its leg. Any idea who is studying them?

Definitely a white crowned shrike, wiki has almost no information on them. Do you have more. Elegant bird... shrikes are pretty scary hunter, I saw one (New England) kill a Pine Grosbeak which are almost the same size as the shrike.
