Do you have a department of Fish and Wildlife in your state... could be under the state or a federal office. They might know or you could try http://www.fws.gov/offices/orgcht.html
Do you have a department of Fish and Wildlife in your state... could be under the state or a federal office. They might know or you could try Cornell Lab of Ornithology, they might be able to tell you how to start looking.http://www.allaboutbirds.org/guide/searc...If you hunt through their website there should be a place to "contact us"
I know that color codes are assigned to a particular group who is banding and counting - just not sure how to go about asking which group got the colors you mentioned
I don't know Cynthia, I'm hoping someone might explain.

Looks like a young male to me, black bib and grey head. The female has a paler brown head and very pale stripe above the eye, and no bib.
I wonder who counted them?
