Do you have a department of Fish and Wildlife in your state... could be under the state or a federal office. They might know or you could try http://www.fws.gov/offices/orgcht.html

I know that color codes are assigned to a particular group who is banding and counting - just not sure how to go about asking which group got the colors you mentioned

Looks like a young male to me, black bib and grey head. The female has a paler brown head and very pale stripe above the eye, and no bib.
