I have Been watching these plants for 15 years. I have never seen one flower. I suppose there might be a flower hidden somewhere (like the flower of a "pig"), but there has never been a flower that I have seen.

well, it might not be flowering now, or it might not flower until it's mature, but it will have some kind of flower at some point, unless you think it's a fern or liverwort with spores (doesn't look like it though)-

Thanks both of you for your comments. The plant does not flower at all. It is usually about three inches high, but if it gets leggy it might reach 6 inches high.

i think it's herbaceous too

It looks like sassafrass which is a tree found in the understory (deer like to eat it so if it's not protected, it won't grow tall.) It has three different shaped leaves - one regular, one that looks like a mitten and one that has that three part lobed shape.
