Gray back, white belly, red eyes and a thick black band around its neck. It bobs its head up and down when pausing.
It's a young killdeer. Depending on how early they nest in MD it could even be one of this year's, although it looks a little too grown up.
I think it is a Kildeer, but the tail seems a little long and it seems a little slender. Get a second opinion.
