Both species do look the same, though i think your suggestion has more credibility considering its from a book and not the internet

Based on my Dragonfly Guide of Singapore by Dr. A. G. Orr, I've identified it as Ictinogomphus decoratus. my guide book didn't mention anything about the suggested Ictinogomphus rapax. However, some online reference did say that Ictinogomphus rapax and Ictinogomphus decoratus are the same species.
