This "thing" was strangling gorgonian sea fans along Samal Island, Davao City. It wasn't a brittle star because it was just one long strand that looked like a neon shoelace with legs.

Looks like Yellow brittle stars around the coral and yes they look like little anemones perching there as C.Sydes mention or are a part of the coral?

Are the little red "tentacled cups" in photo 3 part of the "thing" or are they little anemones which are perching there?
