This dry flaky scale insect has heavily infested the tree making it appear very pale and dry. I expect this tree will die.

It might not die. I had a couple of gums that got totally hit by lerps twice over a few months. I thought they would die but they just dropped all their leaves and grew all new ones. It might have been different lerps though.
