Condylostylus comatus
Very small, metallic green fly with translucent wings and reddish eyes. Males have a row of hairs on the mid metatarsus (middle of the middle pair of legs) and "pale male appendages" per BugGuide. Believe it or not, this little gem is a predatory insect, feeding on smaller insects. Commonly seen running across the leaves of plants in lightly shaded areas. I see them every year in the garden.
