With those seed pods it looks like some sort of Euphorbia species. There are so many it is a really hard genus to ID.
Great plant! when the seed pods are still green, but mature, pop them open and squish the red seeds inside to produce an amazing red dye/paint. This stuff will stain! It is also a very important source for annatto which is used to naturally color things like cheese and butter.
