Could very well be, in its dried-out phase. From Wikipedia: "When wet, Nostoc commune is bluish-green, olive green or brown but in dry conditions it becomes an inconspicuous, crisp brownish mat."

Looks a bit like crown-tipped coral fungi, perhaps?
