The dark spots do not appear to have the pattern of a Fowler's Toad and it looks like there is separation between the parotid gland and the eye crest, so I would say American Toad.

These are a pair of toads mating and laying eggs. This looks like the common American Toad (Bufo americanus), but there are similar species.
