Notes:

Fungos minúsculos, como centenas de agulhas fincadas na flor morta. Eles estão presentes mesmo após muitos dias de estiagem. Esses fungos não infestam nenhuma das outras flores que tenho em meu quintal, surgem apenas no hibisco.

Hey Sckel! I can only sort of help with your ID. I think we can narrow it down to the phylum Zygomycota, know as Zygote Fungi. They grow on dead plant and animal material as well as being parasitic in some cases (like yours.) This is a cool read http://tolweb.org/Zygomycota/20518 Without spore pictures under a microscope, which I don't even know how to examine, anything closer would be hard to find.
