I think you have nailed it Tamar!
We have lots of cedars here so it makes sense too.

Looks a bit like the Red Cedar Spittlebug:

There is little info though. The shape of the body resembles a good number of the Spittlebugs so if this isn't the species it may be one related.

Probably some kind of froghopper but I've not found an exact match yet.
