I think you have nailed it Tamar!We have lots of cedars here so it makes sense too.
Looks a bit like the Red Cedar Spittlebug:http://bugguide.net/node/view/149596There is little info though. The shape of the body resembles a good number of the Spittlebugs so if this isn't the species it may be one related.
