Chroicocephalus novaehollandiae
The Silver Gull has striking bright orange-red eye rings, bill and legs, with a white head, tail and underparts, and light grey back and black-tipped wings. It is found throughout Australia as well as New Zealand and New Caledonia.
Coastal beach
Note on taxonomy: The South African Hartlaub's Gull (C. hartlaubii) and the New Zealand Red-billed Gull (C. scopulinus) were formerly considered subspecies of the Silver Gull by some authors. As with many gulls, this gull used to be placed in the genus Larus but is now placed in the genus Chroicocephalus.

So yours down in Victoria are not so pristine Mark? :-)
I think you've found the cleanest silver gull in Australia.
lol Tiz! Yes, the eyes make this gull species very distinctive. My posting habits here are quite chaotic. The only thing I do in a systematic way is looking at Unidentified organisms :-)
You waited a long time to publish this one :) What faschinating eyes this gull has!
