Unidentified Psychidae
Wikipedia has an excellent article on Bagworm Moths, but there is probably more detailed information than you need, unless you are a bagworm specialist. I found the condensed version of Wiki's article, which is given in Philippine Lepidoptera's website, much more concise and Philep also have a good number of pictures which help to categorise these strange moths. I use the word "categorise" simply because it is next to impossible to fully identify Bagworms. .
This Bagworm Moth was spotted in the backyard of the rice mill on an unidentified plant.
The last picture was just squeezed in there to show the plant (which I can't identify) and to give an idea of how this creature moves about. I have always thought of it as being rather sedentary, but that impression has probably been formed by seeing so many of them when they have already attached themselves to the plant and pupated. The many holes which can be seen on the leaves, in the last picture, appear to have been made by the bagmoth and pictures #1 to #5 show just how much it moved around in the short time it took to photograph it.
