I think these galls were made by psyllids rather than this tiny wasp, but I'm not positive. The wasp was very tiny and black, with antennae about the same length or a little longer than its body. It had clear, iridescent wings

Habitat:

Moist pine and oak forest on a Swamp Bay plant (Persea palustris)
