Paper wasps are vespid wasps that gather fibers from dead wood and plant stems, which they mix with saliva, and use to construct water-resistant nests made of gray or brown papery material. (From Wikipedia).
This nest was found outside a window. Normally these nests are found on trees.

True, Maplemoth. Unfortunately, on realizing how dangerous it was to have a wasp nest just outside their bedroom, the occupants of the house had to remove it from that window.
