Megascops kennicottii
Small owl with "feathered ear tufts. Gray or gray-brown with small black streaks on feathers." This owl is partially blind in both eyes so it can not be released into the wild.
This species is found along the western US, BC Canada and Baja California.
This owl is under the care of Project Wildlife http://projectwildlife.org/ and was part of an educational program called Hawkwatch in the Ramona Grasslands by the Wildlife Research Institute http://www.wildlife-research.org/.
