Microchrysa polita
Tiny fly, with metallic green thorax and clear wings. Large head. Males have eyes that completely cover the head. This species has dark femora, which separates it from others in this genus (the other flies in this genus have light femora).
Suburban yard. Resting on shrub.

Thank you for the ID help. I am pretty sure it is Mycrochrysa polita. That seems to be the only one with dark femora!
