They diverge high on the tree of life (Cercopoidea vs. Membracoidea) but I agree they look similar from a human perspective. Compare this spittlebug http://www.projectnoah.org/spottings/187... and this leafhopper http://www.projectnoah.org/spottings/178...

Is there a difference in the Plant/tree hopper and the spittlebug?
