Lanius ludovicianus
I usually call these raptor wannabes. About the size of a Mockingbird with almost the same coloring. White underside and gray upper. Black wings with white wing bar. Black mask, bill and top of long tail.
It preys on insects such as grasshoppers and impales them on thorns or barbed wire because it lacks the talons raptors have.
This one was spotted flying and perching near an irrigation ditch and a flooded field.
