Leptoglossus clypealis
These bugs were extremely thick on Utah junipers and seemed almost aggressive. I walked next to a juniper and a whole swarm of these came flying off. I thought I was getting attacked by a bee swarm at first. They didn't actually land on me they just flew around like crazy! I was thinking they must have been mating or something because it seems like there are two different looking bugs in the photo.
These bugs were found exclusively on Utah juniper. Big sagebrush, herbs and grasses were at the spotting site as well but they were bug-free.
Thanks to ForestDragon for the recommendation.
