Hi drP - I think this was a vine or stem growing from the ground, not a fallen twig. If I have a chance, I'll go back to the park and see if I can find it again. I'm not sure if there are horse chestnuts or buckeyes in the park; I find it difficult to identify bare winter trees. Thanks for looking into this!

Looks like a twig that fell from a nearby tree. The leaves are opposite and compound. The presence of bud scales means it's not an ash. The color and number of scales are consistent with horse chestnut or buckeye. Either of those in the park?
