Pseudacysta perseae
All life stages from egg to adult present in small clusters. The tree had many leaves covered with these insects. I always assumed it was some sort of fungus on the leaves until I took my camera and zoomed in on it.

The yellowish egg-like structure in the last photo is a whitefly pupa (Aleyrodidae)
