Description:

small fly about the size of a housefly or a little larger. Clear wings with tan root area and black veins. White face and red eyes probably a female. Interesting abdomen and thorax

On a leaf, I do not know what leaf but the third image shows it

Thank you Harsha Singh. That is an excellent reference link. I will call it a Tachnid fly and look for a closer match at species level later when I get time to research
