Erionota thrax
A plump white "powdery" caterpillar of the banana skipper. "It is found from India, through southeast Asia to Papua New Guinea. In the north it is found up to southern China. It is an introduced species on various Pacific islands, including the Solomon Islands [although this may be a miss identification] and Hawaii. It has also been recorded from Mauritius."
This caterpillar had cut a banana leaf to form a tight roll of attached leaf perpendicular to the stem where it was found inside. This was in a garden in a semi-urban environment in the equatorial tropics of northern New Guinea.
Probably too common for a Papua site :)
Butterflycircle is a much better reference, as they also show the caterpillars, pupae and eggs.
