I spotted this only one time during my whole trip in SE Asia, in Kubah national park.

Did you felt it?
Scale insects' white "hairs" usually comes off easily.
If it is an egg sac, it's white fluff may not fall off easily.

It is possibly a scale insect as you have suspected or probably just an egg sac.
