An escapee from one of the exhibits most certainly! He was looking for scraps from all the kiddie meals and snacks on the pavement on one of the paths at the Bronx Zoo. Also, as Claudia said in her comment below, it might be a feral case, one of many around the five boroughs of NY..(see my comment below Claudias)
Now that you mentioned it, years ago I had a job constructing the "Goldstein Highschool" for the sciences in Sheepskin Head Bay and like you, I had scores of them flying all over the place in winter and summer.. I heard about the story of a bunch of them going feral and also nesting! Plenty of warm spots around and lots of food all over.

I own a Quaker as a pet. They are originally from South America but there is now a large, feral population in the United States. There are a lot in the Bronx, believe it or not. :) This guy is probably not an escapee but a wild Quaker. Do a search and you can read about the projects on the East Coast of the US that are trying to save the wild populations of these birds. They are fascinating little things...so smart. My Quaker knows well over 200 words! Great capture! I just visited a bunch of wild quakers in the suburbs of Chicago and posted pics.
