A nymph of an unidentified planthopper species.
This spotting on a coconut palm in a large semi-urban yard & garden located beside a disturbed patch of remnant lowland forest.
The nymph is quite small. An indication of size can be deduced by its position within a single leaf of an immature-coconut palm frond.

Yes they seem to be. Did you see the new one today from Costa Rica? http://www.projectnoah.org/spottings/790...
Seems like those tail are a common trait in the planthopper family.
Could be. See also http://www.projectnoah.org/spottings/707... and http://www.projectnoah.org/spottings/751...
So I believe that this is a planthopper too http://wongchunxing.blogspot.com/2010/09...
These structures are found on the nymphs of several planthopper species.
For a second, I thought that it's abdomen is the head because that long structure looks like antennas.
