Breeds in tundra and taiga and winters along the west coast and less on the east coast. Often seen in mixed rafts with other sea ducks, White-winged Scoter, Black Scoters, Barrow's Goldeneye.

Just added a clearer photo of the male Surf Scoter so that his wonderful head and bill markings can be seen more clearly.
