? Forester Caterpillar

Family: Zygaenidae

Description:

A small pale caterpillar about 10 mm long with a broad brown dorsal stripe and a white line along the midline. The body appeared to be covered with small tufts of short spines.
Pic 3 shows the head end.

Habitat:

Spotted on a tea-tree in a park.

Notes:

I am not sure of the ID but caterpillar seems to fit the description of those of Zygaenidae, although it might not be on its food plant.

I could not get better shots as the caterpillar was very active moving its head away constantly. I'd appreciate any comments regarding the identity.
