Thanks Ashish, thanks for the suggestions, it is a bit difficult. I am looking at different rusts like puccinia

but no succes yet. I found that Puccinia castellana infects Thapsia villosa but I could find no image

Look to be Aphids(nymph stage of planthoppers) and their eggs. Category must be Arthropods.
