This appeared to be a lone elk cow, who minutes later was joined by another that materialized from the bush.

scrub near beach

Notes:

We stopped to take thee photos and my husband didn't put on our flashers. I saw a car approaching and reached over to put them on. The car swerved, missed us, then stopped amazed to watch the second elk up close. I guess they didn't realize they were in a preserve of sorts
