Description:

The wasp is catching a larvae on a Clerodendron plant. Maybe they are the same species (and individual) as http://www.projectnoah.org/spottings/137.... The flower is only 2 meter from the nest.

Habitat:

Mixed coconut, clove, nutmeg garden in an urban area.

Abdominal structure is much more in line with Polistes. Mischocyttarus also doesn't occur anywhere in your half of the world so really needs to be ruled out.
