I saw a couple on the plant. The one in photo 1 had much paler veins, while the one in the 2nd photo had black veins. They both had black heads and green abdomens

Habitat:

On a budding goldenrod on a sandy horse trail at Bearhead Hammock Recreational Area. This area was dominated by oak trees and pines.
