orange-crowned warbler. I think this spotting is a orange-crowned warbler because of the yellow undertail. There were several of these birds jumping in and out of the bushes along a muddy bank at Canaan National Wildlife Refuge in Davis, West Virginia. They may have been migrating through the area. According to a West Virginia website, they have been spotted in this state.
