Pale yellow and black. It appeared to be licking something on or burrowing into the wood.

Wow, that explains what it was up to! At first, I thought it was a burrowing bee because of its seemingly peculiar behavior... but it looks nothing like one.
These hornets build paper nests so it may be chewing off wood fibers to carry back to the nest.
