Jerry - BugGuide just confirmed the ID - you were correct! Their comment: Nice image of a male P. rubiginosus! Males rarely have a yellow band on tergum 1. The mainly black scutum distinguishes it from P. carolina. And h2go10 - it does look like he is walking but it was flight!

Thanks, Jacob and Jerry. BugGuide didn't give me a more specific ID and my knowledge is very inadequate so I will rely on others. I looked at your suggestion and the face seems a bit different to me.
