This was on a fence in a suburban garden by a coastal lagoon. Unexpected

Notes:

other possible identification are Small Green Fly, Hairy Maggot Blowfly, Large Green Bottle, This identification is being researched. Looking at the dark roots on the wings and the way the eyes sit. The identification was changed. The marks at the base of the wing still make me wonder if the ID is correct.
