Orange and black wasps that fly with dangling legs, docile and gathering in one spot for many weeks.
Suburban house verandah, south east Queensland, Australia. Warm temperate/subtropical. Some bush land nearby.
They have been on this lamp occasionally shuffling about, on and over each other for at least four weeks. I only saw one fly when I placed the ruler next to them, but it was not aggressive and quickly landed back with the others.
